Frequently Asked Questions

Please reach us at operations@hcmintegrityservices.com if you cannot find an answer to your question.

The 2290 Road Tax, officially known as the Heavy Vehicle Use Tax (HVUT), is a federal excise tax required by the IRS for any commercial vehicle with a taxable gross weight of 55,000 pounds or more that operates on public highways.

  • How it works:
You must file IRS Form 2290 and pay the tax annually or when a vehicle is first used on the road during the July–June tax year.

  • Tax amounts:
    For vehicles 55,000 – 75,000 lbs, it's $100 + $22 per 1,000 lbs over 55,000. Any vehicle over 75,000 lbs has a maximum tax of $550.

  • Filing deadlines:
File the return and pay by the last day of the month following first use. For example, if you first use your truck in July, file by August 31st.

  • Proof of payment:
You’ll receive a stamped Schedule 1, which you’ll need to register or renew your vehicle with state DMVs.

The IFTA License—short for International Fuel Tax Agreement—is required for qualified motor carriers that operate in two or more IFTA member jurisdictions (U.S. states and Canadian provinces). It simplifies fuel tax reporting for commercial vehicles with a gross vehicle weight of 26,000 pounds or more or vehicles with three or more axles.

Instead of filing separate fuel tax reports in each state, IFTA allows you to:

  • File one quarterly fuel tax return through your base state

  • Report all miles driven and fuel purchased in all IFTA jurisdictions

  • Pay or receive credits based on fuel used vs. tax owed

The MCS‑150 (Motor Carrier Identification Report) is a form required by the FMCSA to register or update your USDOT Number. Even if your business details haven’t changed, you must file this report every two years (biennially) to maintain an active DOT number.

  • Why it matters: It ensures FMCSA has your current company details, fleet size, mileage, and operation type—information that impacts your safety score under the CSA program.

  • Deadlines: Based on your USDOT number’s last two digits—one digit determines the year (odd/even), the other the month—due by the end of that month, every two years.

  • Consequences of non-compliance: Failure to file by the deadline can lead to DOT number deactivation, civil penalties (up to $1,000/day), and loss of operating authority.

IRP (International Registration Plan) apportioned plates allow commercial vehicles that travel across multiple U.S. states and Canadian provinces to pay registration fees based on the actual miles driven in each jurisdiction. Instead of registering separately in each state, you receive a single license plate and registration credentials for your base jurisdiction that cover all participating regions.

Key Benefits:

  • Simplifies registration — One plate, one credential, one renewal process for multi-state travel

  • Fair usage fees — You pay proportional registration costs based on miles driven in each state or province

  • Compliance with FMCSA/DOT — Necessary for interstate carriers hauling regulated freight in multiple jurisdictions

Who needs them:
Vehicles that:

  • Operate with a gross weight over 26,000 pounds (or have 2+ axles regardless of weight)

  • Drive interstate routes, crossing multiple IRP member jurisdictions regularly.
