 Any individual who drives or permits the driving of any qualified motor vehicle on a state roadway. A motor vehicle that meets the eligibility requirements and is classified as either Class 8 or Class 13, inclusive, under the Federal Highway Administration's vehicle classification system must apply for a Highway Use Fee Permit. A vehicle with a gross weight of twenty-six thousand pounds or more is considered eligible.  

**After you have your Certificate you will have to file and pay fuel taxes every quarter along with your IFTA Fuel Taxes -if applicable**
