Frequently asked questions
What is the difference between USDOT reactivation and operating-authority reinstatement?
USDOT reactivation concerns the status of the carrier’s USDOT registration record. Operating-authority reinstatement concerns restoration of an authority the carrier previously held, where that route is available. The two are not interchangeable, and a carrier may need more than one issue resolved. HCM reviews the reason for each status before identifying possible administrative next steps. New entrant revocation, safety findings, and out-of-service orders require separate review and may involve a different process.
Can HCM help update my business name, address, or operating information?
Yes, HCM can provide administrative support for applicable changes after reviewing the facts and agreed scope. The review should identify the carrier, the information being changed, and which records are affected. An ownership change, business sale, merger, or change in legal entity is not automatically a name correction or number transfer. Those situations require their own review before any filing is prepared. The carrier must verify the information and provide any required authorization, signature, or certification.
Can I resume operating while an update or reinstatement request is pending?
Do not treat a pending request as permission to operate. The carrier must confirm that its current registration, any required operating authority, applicable financial responsibility, and other operating requirements are satisfied for the planned transportation. An active USDOT number alone does not establish that required authority is active. A record update does not lift an out-of-service order or resolve an enforcement restriction. If there is uncertainty about an order or legal restriction, obtain the appropriate agency clarification or qualified legal advice before operating.
What should I consider before requesting voluntary inactivation or authority revocation?
Consider which operations will stop, which will continue, and which registrations or authorities those continuing operations require. Voluntary authority revocation is not necessarily the same as inactivating the carrier’s USDOT record, and stopping one service does not automatically end every registration obligation. HCM can help review the intended scope and identify related questions before the carrier authorizes a request. Do not assume that a status change cancels insurance, state registrations, tax duties, contracts, or outstanding obligations; those matters need separate review.
Can HCM guarantee approval or a completion date?
No. HCM can organize verified information, prepare applicable requests, and complete separately authorized administrative follow-up, but cannot control agency acceptance, eligibility decisions, additional review, or completion dates. Missing information, inconsistent records, required filings, safety matters, or agency questions can affect what happens next. A submission confirmation is not an approval or a guarantee of uninterrupted operations. HCM confirms the service scope and responsibilities without promising a particular regulatory result.
What information should I provide, and how should confidential records be shared?
Begin with the nonconfidential information listed above. If the status is unknown, describe the help requested rather than guessing or sending an agency notice. Mention a stated response date without attaching the notice itself. HCM will explain the approved next step if supporting records or authorization are needed. Do not provide passwords, PINs, verification codes, recovery credentials, passkeys, or another person’s account access. Where account access is necessary, each person must use individually assigned credentials and an authorized role.
